I think it would be helpful also to define what rights and privileges a new proposed category of membership has. For example, do they get wiki access? posting privs to the public/mgmt. lists?

3.	Minimum days for review of draft minutes before approval for Teleconferences and F2F meetings
4.	Review and alignment of WG Charters
5.	Define specific release cycles for Guidelines

I believe we must address at least the election issues before going to ballot. In the meantime, I will also try to propose some language for items 2 and 3. Hopefully we can prepare a ballot by the end of April. Please let me know if any of you can endorse the changes proposed so far.

Items 4 and 5 need significant time and effort. I'm not sure we will have time to work on those items before the upcoming F2F but I would like to ask if there are any volunteers that can assist with proposing draft language, possibly using a separate GitHub branch.
