[cabfpub] Bylaws 2.5 draft

More updates have been added to the draft version 2.5 
<https://github.com/cabforum/forum/pull/32/files> of the Bylaws. Here is 
a list of the remaining Bylaws issues

to be addressed:

 1. Election issues
 2. Who must sign the IPR Agreement (when we have cases with a separate
    "CA Owner" and "CA Operator")
 3. Minimum days for review of draft minutes before approval for
    Teleconferences and F2F meetings
 4. Review and alignment of WG Charters
 5. Define specific release cycles for Guidelines

I believe we must address at least the election issues before going to 
ballot. In the meantime, I will also try to propose some language for 
items 2 and 3. Hopefully we can prepare a ballot by the end of April. 
*Please let me know if any of you can endorse the changes proposed so far*.

Items 4 and 5 need significant time and effort. I'm not sure we will 
have time to work on those items before the upcoming F2F but I would 
like to ask if there are any volunteers that can assist with proposing 
draft language, possibly using a separate GitHub branch.
