[Infrastructure] Top-Level Menus for CABF WebSite

What if I add Code Signing and SMIME tabs as top-level menu pull-downs on
the CABF website?

Then they would be:  About Us; Baseline Requirements, Extended Validation,
Code Signing, SMIME, Working Groups, Proceedings, and Resources.
