I’m somewhat hesitant on this item. While we may want to limit the number of ballots and thus including this, it seems more reasonable to wait with that until the SCWG charter is updated, and I expect this may need more discussion in the CSCWG before we do so. As such I’d propose we don’t include this in the current charter update, but do a follow-up for this at a later point in time.

This aims to: 

1. Bump the Charter version 
2. Add a limited scope for including timestamp certificates 
3. Upgrade the version of the bylaws that we follow

3. Align Quorum definition as half the average, as the Bylaws have it set.
