Hello Li-Chun,

from the ETSI View the Certification Policy EN 319 411-1 defines the 
Level LCP and NCP(+) that are applicable for S/MIME "Signing" certs.
You can download the latest version at
https://portal.etsi.org/TB-SiteMap/ESI/Trust-Service-Providers

The Certification Audit Body and the Auditor has to be confirmed as 
"qualified" as described by Mozilla and in the BR
