In order to avoid these different interpretations, section 2.4 item 8 
has explicit language that says:

/"The set of changes are limited to: /

  * /The cover page,/
  * /The Table of Contents,/
  * /The year in the “Copyright” information,/
  * /Footers with page numbers,/
  * /Links to other sections within the document."/


The change you propose is outside this set.
