Systems Security Requirements section 3 (Log Integrity Controls)

has ended, and _no Exclusion Notices_ were filed. Ballot SC21 becomes 
effective as of*November 4th, 2019*.

The NETWORK AND CERTIFICATE SYSTEM SECURITY REQUIREMENTS Version 1.3 
including the Ballot SC21 changes is attached, and will be uploaded to 
the public website and the wiki.
