The problem with this change is what I highlighted - situations where a
country may not distinguish at that stateOrProvince level, but does
distinguish at the locality level.

While I'm not familiar with the incorporation rules, an example where
subdivisions of a country are done at the municipality (i.e. locality)
level is East Timor. In such a situation - e.g. if registration was
permitted at the municipality level - your proposed change would prohibit
an EV certificate.

That's what I was trying to highlight for you.

Right. This is the example of East Timor, and the example I was
highlighting in my earlier reply where the existing EV Guidelines
accommodate. That is, put differently, the only time it would be reasonable
to omit the joi-st but include joi-L would be the situation for countries
which lack subdivisions at the ST level *AND* which handle incorporation at
a locality level. I don't know if there are such countries - I defer to the
CAs and interested parties better acquainted here - but that's one way to
solve it.

Of course, a more meaningful way to solve it, which we've discussed for 3+
years with limited progress, it seems, although repeated expressions of
interest, would be to take the approach that LEI did which is to enumerate
the appropriate (Business) Registration Authorities - i.e. where the
serialNumbers come from - and from there, even BRA could have clearly
defined what the JOI values would be. This comprehensively resolves the
case, and without ambiguities.
