[Servercert-wg] SC11 - Update ETSI requirements in the SCWG Charter

After re-reading section 5.3.2(a) of the Bylaws, it appears that this
should be a Forum-level ballot so I am withdrawing SC11 and will post
with a Forum-level ballot number on the Forum's public list.
