We would like members to provide useful feedback on these proposed
changes and raise concerns as soon as possible so we can have a
constructive discussion at the F2F. You may consider this red-lined
version as a pre-ballot that you can use to identify any controversial
issues that would result in a negative outcome in case it goes to a ballot.

The attached PDF (output from github "Rich Diff" view) will be of
assistance.

Note the colors:

  * Red: Text is removed
  * Green: Text is added
  * Yellow: Text is modified. If there is a strikethrough, the text
    immediately next to it is being added.
