[cabfpub] [EXTERNAL]Missing Failed Ballots results on webpage

Our rules don't require such to the Wiki. In fact, nothing is required to
use the wiki.

The responsibility for these activities fall to the Chair and the Webmaster
per 5.2 of our Bylaws.
