[cabfpub] Missing Failed Ballots results on webpage

Kirk,

When looking through https://cabforum.org/category/proceedings/ballots/ , I
happened to notice the following ballots were missing:

Ballot 185 - Limiting the Lifetime of Certificates
  - https://cabforum.org/pipermail/public/2017-February/009639.html

Ballot 188 - Clarify use of term “CA” in Baseline Requirements
  - https://cabforum.org/pipermail/public/2017-February/009653.html

Ballot 202 - Underscore Characters in SANs
  - https://cabforum.org/pipermail/public/2017-July/011582.html

These were three that formally went to the voting process and failed, which
is why I suspect they were omitted. Could you make sure the ballots and
their tallies are also part of the minutes.

I looked through
https://docs.google.com/spreadsheets/d/1FBsMZjlzyvK3mFR1u4qMqvZwlI86yJ-v0am1pCBo8uI/edit?pref=2&pli=1#gid=1202563089
and it looks like it was just those three that made it to voting but failed
since the transition from Dean.

Ballot 194 was rescinded (reappeared as 197)
Ballot 186 didn't advance to voting
Ballot 184 didn't advance to voting
Ballot 182 didn't advance to voting
