[cabfpub] Updated Ballot 190 v3 dated June 30, 2017

I am attaching an updated Ballot 190 v3 dated June 30, 2017, which addresses Ryan's concern about the following language from v2 which is found in a Note at the end of validation methods 1-7 and 9-10:

"Note: Once the FQDN has been validated using this method, the CA MAY also issue Certificates for FQDNs for higher level domains that end in the validated FQDN.  This method is suitable for validating Wildcard Domain Names."

Ryan felt the phrase "for higher level domains" (which meant additional nodes to the left of the validated FQDN) was potentially misleading and/or incorrect terminology.

In response to Ryan's concern, in this v3 version of Ballot 190, we have CHANGED that sentence so it now reads:

"Note: Once the FQDN has been validated using this method, the CA MAY also issue Certificates for other FQDNs that end in the validated FQDN.  This method is suitable for validating Wildcard Domain Names."

We think that is short and simple, and can't be misconstrued.  This Note is NOT applicable for validation Method 8.

I attach Ballot 190 v3 (6-30-2017) that includes this minor edit, and also a version of Ballot 190 that shows how the BRs will read if Ballot 190 v3 is adopted.  Later, if the Validation WG wants to rewrite this sentence to something else, that will be fine also.

This Ballot 190 v3 is now the official ballot under consideration.
