The deadline was clearly communicated for the ballot as being September 4,
2015, as stated in
https://cabforum.org/pipermail/public/2015-August/005854.html
The ballot states "Unless the motion is withdrawn during the review period,
the voting period will start immediately thereafter and will close at 2200
UTC on Friday, September 4, 2015."
At fundamental question is whether or not the bylaws permit amending
ballots. As far as I can tell, they do not, and so the action you're
proposing is not consistent with the bylaws, nor with Appendix B (Project
Lifecycle)
Regardless of whether we have done so in the past - and unquestionably we
have, and though every time it was done it was seen as 'exceptional' and a
'special case' - the inconsistent application of our bylaws is a concern.
Considering that Ballot 150 cannot be withdrawn at this time, and given the
lack of voting, it's likely that it will fail. And then it can be
reintroduced, with seven days review, and seven days voting. And this
process can repeat, either until it obtains quorum to pass, to fail, or the
sponsors decide to stop repeating the cycle :)
