As per discussion on today's teleconference, this motion is hereby withdrawn. 
I will be working on a replacement motion in line with a compromise idea 
proposed by Eddy and will circulate that shortly.

Add to Section 9.2.5:

If a controlling jurisdiction of the CA has recognized a country not 
represented by an official ISO 3166-1 country code, the CA MAY specify, in 
accordance with the laws and regulations of the controlling jurisdiction, an 
ISO 3166-1 user-assigned code elements in the subject:countryName field.  The 
CA MUST describe its use of an ISO 3166-1 user-assigned code element in its 
Certificate Policy or Certificate Practice Statement. When assigning an ISO 
3166-1 user-assigned code element, the CA SHOULD avoid using a user-assigned 
code element recognized as identifying a different nation or geographic 
region.



ISO 3166-1 user-assigned code elements are AA, QM to QZ, XA to XZ, and ZZ



If the recognized country is subsequently assigned an official ISO 3166-1 
country code, the CA MUST (i) cease issuing certificates with a user-assigned 
code element for the recognized country, (ii) include the official ISO 3166-1 
country code in the subject:countryName of any new certificates issued, and 
(iii) within six months after the official ISO 3166-1 country code is 
assigned, replace or revoke any issued certificates that contains a 
user-assigned code element identifying the recognized country.



To maintain consistency across the industry, a CA using a user-assigned code 
element SHOULD notify the CA/B Forum of its use prior to issuing certificates 
containing the user-assigned code element. To assist Relying Parties in 
identifying user-assigned code elements, the CA/B Forum will maintain a list 
of user-assigned code elements used by CAs.  <+> The CA/B Forum will act only 
as an advisor to, and repository of such user-assigned codes.  </+> CAs 
operating in a jurisdiction that recognize a country not represented by an 
official ISO 3166-1 country code SHOULD use a user-assigned code element 
posted by the CA/B Forum instead of assigning the recognized country a new 
code element.

The ballot review period comes into effect at 2100 UTC on 2 Aug '12 and will 
close at 2100 UTC on 9 Aug '12. Unless the motion is withdrawn during the 
review period, the voting period will start immediately thereafter and will 
close at 2100 UTC on 16 Aug '12. Votes must be cast by posting an on-list 
reply to this thread.

A vote in favour of the motion must indicate a clear 'yes' in the response. A 
vote against must indicate a clear 'no' in the response. A vote to abstain 
must indicate a clear 'abstain' in the response. Unclear responses will not be 
counted. The latest vote received from any representative of a voting member 
before the close of the voting period will be counted.

In order for the motion to be adopted, two thirds or more of the votes cast by 
members in the CA category and one half or more of the votes cast by members

participate in the ballot, either by voting in favour, voting against or 
abstaining.
