It's right.  ISO doesn't create the coutry.

But ISO creates the code for the country name,
which we should support.

And we CABF cannot create the code for the country name,
though we can use private codes in a private way.
Unfortunately issueing public certificates with private code
is outside of a private way.

We should support the ISO codes
and we must not create country codes of our own.
