[Infrastructure] Ballots Page Udpated

Is it possible to get missing ballots added with a note next to them if they were not passed? For someone not looped into the communication of the history of all the ballots, it can be hard to tell if the ballots are missing on accident, or if they are missing for a valid reason (having failed, having not been voted on yet, etc)

Examples: SC-043, SC-040, SC-038, SC-034, SC-032, SC-020, SC-011, SC-008, SC-005

Ballot SC27 doesn’t appear to follow the same 3-digit zero-padded convention of the others, so also sorts out-of-order. ie SC-27, not SC-027

There are two entries for Ballot 89, one as 089, the other as 89. They look to be two iterations of the same ballot, but the status is shown as blank for both, implying that both passed – though the title of the 089 entry sort-of implies that the other did not pass…
