[Infrastructure] Maintaining GitHub Users

On the Infrastructure subcommittee call today, we discussed the need to
maintain the users with permissions in our GitHub account, and it was
suggested that we track these users in the membership spreadsheet. I've
added a column to the SCWG tab of that spreadsheet for that purpose and
populated it with the GitHub user ids of members who have GitHub
permissions.

In the process, I identified four users who are no longer CAB Forum members
and removed them from the GitHub organization.
