[Infrastructure] Wiki feature requirements

This is a good list Jos. The one thing I might add is some requirement on
storage capacity. Perhaps we can find out how much space files on the
current wiki are consuming as a baseline? I think our current policy is to
regularly purge meeting recordings, but if we were to decide to save those
it would add up quickly.
