[Infrastructure] Document feature requirements

Here is a list of "features" that we would like to have in a CA/B Forum 
produced document (e.g. Baseline Requirements, Bylaws, etc):

  * Vendor neutral
  * text formatting (bold, underline, inclined)
  * text font (e.g different font for "code" representations, like BRs
    section 7.1.5)
  * bullet-ed items
  * numbered items
  * Section Numbering
  * text sizes
  * headings
  * Table of Contents
  * Page Numbers
  * CA/B Forum logo on first page
  * Headers
  * Footers
  * Foot-notes
  * Hyperlinks
  * Tables
  * Table alignment (e.g. Centered, Right or Left alignment)
  * Cross-references? That would be nice to have, considering lots of
    references in the Guidelines

Feel free to add missing features.
