[cabf_governance] Revised CABF Bylaws and FAQ

There is not much distinction between Root CAs and ordinary CAs as far as membership goes.  It was a distinction without a difference, in my mind.

Hi - I quickly glanced at the documents, and wanted to find out if you intentionally deleted the “Root CA” section of the Bylaws that’s already in the existing Bylaws.  If so, please let me know why.  Thanks.
