[cabf_governance] draft Charter template for new WGs

Correct, I also read that report and was wondering where would be the 
best place to address it. Do you plan on addressing this issue in the 
Bylaws or in the WG charter? I think the WG charter is the first in the 
chain that includes details about voting.
