Just in case my previous email with the Word document attached never makes
it through, here is an initial list of important terms for CA/B Forum
governance.  Feel free to edit, comment on and respond to as necessary.

 

Governance:  Glossary/Terminology

 

Amendment:  A limited, substantive change to a Forum Guideline.

 

Applicant:   An organization that applies to become a Member Organization of
the Forum.

 

Associate Member:  An organization that has signed a mutual letter of
intent, understanding, or other agreement with the Forum on the basis that
such relationship will be of benefit to the work of the Forum.  Associate
Members cannot vote on Ballots or to approve Final Minutes, but they can
respond to Straw Polls.

 

Ballot:  A document meeting the specifications of Section 2.2 of the Bylaws
by which the Forum takes formal action.

 

Baseline Requirements:  The Baseline Requirements Certificate Policy for the
Issuance and Management of Publicly-Trusted Certificates adopted by the
Forum.

 

Browser Member: A duly-qualified Member Organization that produces a
software product intended for use by the general public for browsing the Web
securely. 

 

Bugzilla:  A bug- or issue-tracking system which may be used by Forum
Members (and the Public?-query) to identify and track the resolution status
of Errata and other deficiencies in Forum Guidelines.  The Forum's Bugzilla
list is currently located at  <https://bugzilla.cabforum.org/>

Chair:  The Chair of the CA/Browser Forum.

 

Charter:  A document that defines the scope, formation, timelines,
deliverables, and existence of a Working Group.

 

Consensus:   Substantial agreement among members. Although unanimity is
desirable, it is not required to produce a work product. Consensus is
achieved through a process of discussion, correspondence, draft
contributions, and revision, all leading to the final result. Consensus
requires that all views and objections be considered and that an effort be
made toward their resolution.

 

Draft Minutes:  A non-final version of the proceedings of a meeting or
teleconference which have been prepared but have not been approved by the
relevant body.

 

Dues:  The basic (core) costs levied pursuant to Ballot as a condition of
participation in the Forum.

 

Endorse/Endorsement:  To publicly indicate formal support for a Ballot as a
necessary preliminary action prior to further discussion or eventual
adoption.

 

Errata:  An entry in Bugzilla that describes an error in a Forum Guideline
that was clearly not the intent of the Forum in adopting the Forum
Guideline. It also describes the corrections for these errors. An Errata
shall not be used as a means to update a document; it shall only be used to
correct things that were clearly mistakes.

 

F2F Meeting / Forum Meeting:  Face-to-face meetings of Members as scheduled
from time to time.  

 

Final Minutes:  The version of the proceedings of a meeting or
teleconference approved by Consensus, Voice Vote, or Unanimous Consent.  

 

Forum Guideline:  A document containing normative requirements adopted by
Ballot.

 

Forum Member:  Synonymous with Member Organization.

 

Forum Teleconference:   Teleconference meetings of Members as scheduled from
time to time.

 

GitHub:  The web-based canonical repository for Forum Guidelines, currently
located at  <https://github.com/cabforum/documents>
https://github.com/cabforum/documents. 

 

Group Chair:  The chair of a Working Group.

 

Interested Party:  An individual or entity that has signed the IPR Policy
Agreement and is not a Member Representative, Member Organization, or
Associate Member. 

 

IPR Policy:  The document that governs the treatment of intellectual
property rights (IPR) in the production of Forum Guidelines. 

 

Issuing CA Member:  A duly-qualified Member Organization that operates a
certification authority that has a current and successful WebTrust for CAs
audit, or ETSI 102042 or ETSI 101456 audit report prepared by a
properly-qualified auditor, and that actively issues certificates to web
servers that are openly accessible from the Internet using a browser created
by a Browser Member.

 

List Manager:  An individual designated as "Manager" of a Mailing List.

 

Mailing List:  An electronic discussion list that is designated by the Forum
for carrying out the business of the Forum or one of its Working Groups.

 

Member Mailing List / Management Mailing List:  The Mailing List maintained
by the Forum for communications by and among Forum Members. The Member
Mailing List is not available to Interested Parties or the public.

 

Member Organization:  An Issuing CA Member, Root CA Member, or Browser
Member. 

 

Member Representative:  An individual appointed by a Member Organization who
participates in Forum proceedings and votes on ballots. An individual cannot
represent more than one Member Organization.

 

Member Wiki:  The password-protected web site available only to Members,
currently

 <https://www.cabforum.org/wiki> https://www.cabforum.org/wiki.

 

Public Mailing List:  The Public Mailing List currently located at
public at cabforum.org maintained by the Forum for communications by and among
Members and Interested Parties.  The Public Mailing List may be read by the
public, but the public may not post to the Public Mailing List. 

 

Public Web Site:  The web site available to the public (currently located at
<https://www.cabforum.org> https://www.cabforum.org).  A Forum Member will
be appointed as Webmaster and will control all postings to the Public Web
Site.   

 

Pre-Ballot/Draft Ballot:   A preliminary, informal proposal for a Ballot
circulated for the purpose of soliciting feedback on proposed language.

 

Properly-Qualified Auditor:  An auditor meeting requirements of Section 8.2
of the Baseline Requirements.

 

Proposal for New Work:  A proposal that the Forum engage in a new field of
technical activity or that the Forum charter a new Working Group.   

 

Questions List Coordinator:  An individual appointed by the Chair to handle
and address questions and comments sent to the Questions Mailing List.

 

Questions Mailing List:  The Mailing List currently located at
questions at cabforum.org maintained by the Forum for communications from the
public to the Forum.

 

Quorum:  The minimum number of Members voting on a Ballot so it may pass.
Quorum for Ballots is half of the average number of member organizations
that have participated in the previous three meetings (both teleconferences
and face-to-face meetings).

 

Recommendation:  The output of a Working Group approved by two-thirds of
those members of the Working Group who voted on specification, policy,
guideline, procedure, requirement, etc.

 

Review Period:  The period of time, usually seven days, following the
announcement of a Ballot and prior to the Voting Period during which review
and comment are to be conducted.

 

Roll Call Vote:  A decision made without a Ballot whereby the specific vote
of each Forum Member is recorded.

 

Root CA Member:  A duly-qualified member organization operates a
certification authority that has a current and successful WebTrust for CAs,
or ETSI 102042 or ETSI 101456 audit report prepared by a properly-qualified
auditor, and that actively issues certificates to subordinate CAs that, in
turn, actively issue certificates to web servers that are openly accessible
from the Internet using a browser created by a Browser Member.  

 

Secretary:  The Secretary of the CA/Browser Forum.

 

Special Expertise:  Having more knowledge or skill in a particular subject,
activity or job than the average person.

 

Straw Poll:  A survey conducted to collect opinions or preferences.

 

Subcommittee:  A subset of a Working Group.  

 

Treasurer:    The Treasurer of the CA/Browser Forum.

 

Unanimous Consent:  Routine action taken during an assembly of Forum Members
during which objections are called for by the presiding officer and none are
received.

 

Vice Chair:  The Vice-Chair of the CA/Browser Forum.

 

Voice Vote:  A vote taken by noting the relative strength and volume of
calls of aye and no.  

 

Vote: (n) The indication of choice expressed through a Ballot (official),
Roll Call Vote, Voice Vote, or other similar means.  (v) To indicate, give,
or register a vote. 

 

Voting Period:  The period of time, usually seven days, following the Review
Period during which Forum Members vote.

 

Webmaster:  An individual appointed by the Chair to manage the Public Web
Site.  

 

Working Group:  A group created by the Bylaws or a Charter to study and
report on a particular question and make recommendations based on its
findings.
