Peter, I don't think we have every followed the Project Life Cycle - so maybe we should eliminate it.

I would like to add one item the discussion on governance reform.  Ballot 66 was passed several years ago and defined a Project Life Cycle.  (https://www.cabforum.org/wiki/ProjectLifecycle)

It seems to define a parallel process to the formal Working Group process — instead of a formal ballot create the working group, there is a ballot to adopt a document provided by an informal working group.  In both cases there is a ratification vote to make the document a Final Guideline.

I think it would make sense to consider how to reconcile the two seemingly separate processes.
