[cabf_validation] policyQualifiers NOT RECOMMENDED in new certificate profiles

In the new certificate policies, the inclusion of policyQualifiers is NOT RECOMMENDED, the CPS qualifier is permitted as a MAY.

While we understand that removing the policyQualifiers and thus the CPS qualifier from the certificate might save a few bytes, it would also make it much harder for relying parties to determine where to find information on how this certificate was issued.

Can we change the policyQualifiers to MAY from NOT RECOMMENDED?
