[cabf_validation] Simpler language for 3.2.2.4.6

Trying to "revive" this, if there is room for discussion in any of the 
upcoming validation Subcommittee calls.

The thread captured some ideas for improving the language and making it 
a little clearer in respect to the use of the term "meta tag".
