Good question.

No, at least not literally.  Assuming that the "Registry Access Data" 
(RAD) is already in use:

for RFC 3912 the proposed RAD point would be "WHOIS sever" (see Section 2)

and

for 7482 - "a RESTful web service" (Section 1).
