It is better to be:
Should have givenname or surname, or givenname + surname

This is more flexible.

This seems to have the view that every person has a surname, which is not true (https://en.wikipedia.org/wiki/Mononymous_person#Modern_times).  While clunky, the “if X is present” should probably be givenName, surname, or organizationName.
