[Smcwg-public] Changes to 7.1.6.3 etc as agreed at F2F

Hello all:



One of the items discussed at the F2F was the clarity of the language relating to certificatePolicies in both the subCA and the leafs.



Corey Bonnell captured the agreed fix in a pull request, which I have merged into the draft S/MIME BR.  Thanks Corey!

It was great to see the attendees in Warsaw, and I'd like to thank everyone who has reviewed the document and provided input.  I think the draft S/MIME BR are improved as a result of it.
