[Servercert-wg] Voting Period Begins - Ballot SC-062 V2: Certificate Profiles Update

HARICA votes "yes" to ballot SC-062 v2.

We assume that some broken internal references (for example references 
in section 7.1.2.2.3 pointing to Section 7.1.2.10.4 and others) will be 
fixed when the ballot passes and before it is merged to the main branch.
