[Servercert-wg] VOTING PERIOD: Ballot SC-064: Temporary Moratorium on New Certificate Consumer Memberships

HARICA votes "No" to ballot SC-064.
We appreciate the discussions and effort to clarify and improve
membership criteria for Certificate Consumers and HARICA is very
supportive of these activities. However, we do not believe there is an
imminent risk for the Server Certificate Working Group and the "balance"
between its Voting Members.
In addition, from a Bylaws perspective, a ballot that effectively
modifies a WG Charter by "pausing" acceptance of a certain member
category, in HARICA's opinion it should have been processed at the
Forum-level and not at the WG level. I would like to personally
apologize for not highlighting this issue sooner.
