[Servercert-wg] Voting period begins: Ballot SC60: Membership of ZT Browser

HARICA votes "yes" to ballot SC60.

In our opinion, ZT Browser objectively meets the requirements to become 
a Voting Member of the SCWG, in the Certificate Consumer category, 
according to the SCWG charter <https://cabforum.org/working-groups/scwg/>.
