[Servercert-wg] BRs 1.7.5 don't include the 398 reuse period cut-off date in section 1.2.2

I just noticed that the table in section 1.1.2 (Relevant Dates) doesn't 
mention the 2021-10-01 enforcement date of section 4.2.1.

Since this is an informative table and updating doesn't require a ballot 
procedure (per Bylaws section 2.4 (8)), I recommend that this table is 
updated during the next version of the Baseline Requirements document 
(version 1.7.7).
