[Servercert-wg] Draft Ballot for Markdown Cleanup

I mentioned on today's call that, now that the infrastructure for building
the Guidelines automatically is largely completed, there has been ongoing
work to align the EV Guidelines and the NCSSRs to use it.

The benefit is that it allows the documents to be automatically generated,
which makes it easier for the Chairs and Vice-Chairs, but also makes it
easier to generate previews and redlines of pull requests.

https://github.com/cabforum/servercert/pull/235 is, I believe, ready to go
forward as a Ballot, but wanted to circulate on the list, both to confirm
endorsers and to catch any missing feedback.

The list of changes is captured in that pull request, but the notable
features are:

   - Common format and style for the BRs, EVGs, and NCSSRs
   - Cross-references in the BRs and EVGs are now links, making it easier
   to navigate (and the infrastructure tooling makes sure the links actually
   work)
      - In doing so, this also fixes several *incorrect* cross-references
      that we'd been tracking as issues to fix, which generally resulted from
      typos on numbers or bad copy/paste 4 years ago that hadn't been caught.
   - Improved formatting for our lists of options to make it clear how
   subclauses work.

The intent is that this will be a common format for all Forum Guidelines.
