Err, sorry, got excited with caps-lock. This should be worded as:
"The concern that was raised was that a Browser placing a SHALL
requirement, in the Root Program, can result in a CA interpreting the Root
Program to imposing something prohibited in the BRs"

Which makes much more sense :)
