Yeah, I reviewed RFC8659, and I agree. All of the changes are clarifications
and improvements.

The differences are in Section 7:
https://tools.ietf.org/html/rfc8659#section-7. The only significant
non-editorial change (besides the algorithm) was this:

In my opinion, this doesn't require a phase-in period. My goal in drafting
this document was that it would be a drop-in document that codifies current
practice and incorporates the errata.
I'll send out a proposed ballot soon.
