[Servercert-wg] Results of Review Period – Ballots SC23 and SC24

The IPR Review Period for Ballots SC23 
<https://cabforum.org/2019/11/14/ballot-sc23-v3-precertificates/>, SC24 
<https://cabforum.org/2019/11/12/ballot-sc24-fall-cleanup-v2/> has 
ended, and _no Exclusion Notices_ were filed. Ballots SC23 and SC24 
become effective as of*December 19th, 2019*.

The "Baseline Requirements for the Issuance and Management of 
Publicly-Trusted Certificates" version 1.6.7 including the changes from 
Ballots SC23 and SC24, and "The Guidelines For The Issuance And 
Management Of Extended Validation Certificates" version 1.7.1 including 
the changes from Ballot SC24, are attached, and will be uploaded to the 
public website and the wiki.
