[cabfpub] Ballot Forum-18 - Update CA/B Forum Bylaws to version 2.5

Dear Members,

I received a few comments on GitHub which have resulted in a newer 
version. I plan to leave a few more days for people to review, and on 
Monday I will submit a second version of the ballot with a discussion 
period of 7 days.
