[cabfpub] New CA/B Forum Bylaws version 2.5

Dear Members,

Ballot Forum-18 has passed and we have new Bylaws!

The new Bylaws version 2.5 is attached along with a redline. We will 
update the public web site with the new version soon.

I encourage all Member representatives to become familiar with the changes.
