[cabfpub] Bylaws 2.5 draft

Dear Members,

I created https://github.com/cabforum/forum/pull/32 to capture the first 
set of Bylaws changes that try to address some of the Bylaws issues 
<https://docs.google.com/document/d/1EtrIy3F5cPge0_M-C8J6fe72KcVI8H5Q_2S6S31ynU0> 
we've been discussing for several months.

We will go over these and other changes introduced by Tim about the 
elections, on Tuesday at the F2F#58.

In the meantime, please take a look and share any feedback.
