[cabfpub] New CA/B Forum Bylaws version 2.3

Forum-12 ballot has passed and we have new Bylaws!

The new Bylaws version 2.3 is attached along with a redline. We are 
still having some issues with the new web site. As soon as these issues 
are fixed, we will update the public web site with the new Bylaws.

I encourage all Member representatives to become familiar with the changes.
