[cabfpub] Bylaws version 2.2 published on the public web site

This is a public notification that the Bylaws version 2.2 
<https://cabforum.org/wp-content/uploads/CA-Browser-Forum-Bylaws-v2.2.pdf> 
have been published on the CA/Browser Forum public web site 
<https://cabforum.org/bylaws/>. I advise every CA/B Forum Member, 
Associate Member and Interested Party to review and be aware of the changes.

This document was converted from 
https://github.com/cabforum/documents/blob/master/docs/Bylaws.md with a 
few minor manual actions from my part (page numbers, table of contents, 
footer and the numbering of some sections), and a review by Wayne Thayer 
and Jos Purvis. I believe as we automate the conversion process, it will 
become easier to move the "canonical versions" of the CA/B Forum 
documents over to GitHub and produce html, docx and pdf versions from 
the markdown as they exist today in GitHub.
