As a member on the list and following the discussion, I have no idea what objections you actually have to the proposed wording.  My impression is that you think that perhaps the Bylaws will be changed in a way which leads to IPR consequences, but I cannot imagine what consequences you think there might be, nor can I see how having the form of a Working Group instead of a subcommittee makes any difference.

It is not clear to me that a Working Group can produce changes to the Bylaws.  I would suggest that 5.3.3(a) might have been intended to be an exclusive description of the output of a Working Group.
