Here is the list of missing IPR Agreements v1.3 as of now.  As you see, two should be received in the next few days after completion of legal review.  I will try contacting several others using new email addresses provided by Dean and Iñigo.

After tomorrow's holiday in the US, we can formally make these Members into Associate Members for the transitional period outlined in Ballot 206 (can post, but cannot propose ballots or vote), and Associate Members will lose their status (no ability to post).
