[cabfpub] Change of Mozilla representative

Dear CAB Forum members,

Due to declining health, I am stepping away from working with Mozilla
with immediate effect. Wayne Thayer is my replacement in all things CAB
Forum, and I am certain he will do a better job than I did :-)
