What is the value of having a WG established by the F2F. The F2F can discuss the topic all it wants with or without a WG charter. The only reason I personally see that we need a WG established is to ensure that the meeting does not count towards bylaw 2.2(g). As long as minutes are taken, is there harm in calling this a “subgroup” of the Forum until such time there is a chartered WG?
