Hi everyone,

I've created a wiki page intended to document best practices for doing a
ballot:

Obviously, at the moment, it only contains _my_ ideas about what are
best practices, so please do provide feedback or edit the page to add
anything I've missed or fix anything I've suggested which turns out not
to be a good idea.
