[cabfpub] DRAFT Bylaws and DRAFT IPR Policy

As recommended by Gerv on today's call, here are the two documents being
worked on by the Governance Reform Working Group-a current draft of
suggested bylaw revisions and a current draft of proposed changes to the
Intellectual Property Rights Policy.   We request that you consult with your
legal counsel sooner, rather than later, on these documents and provide the
Governance Reform WG, or this public list, with your comments/suggestions.
