I couldn't find the draft or final agendas for the meetings (I would think
agendas are sent before the meeting). I'm also not sure that matches the
Bylaws, which use Public Mail List as a specific term.

Don't get me wrong, I'm glad to see/hear the Validation WG is doing this,
and it's good to understand context, but I would hate for a member to
suggest that a (minuted to the validation WG) contribution was or was not
in-scope of the IP policy.
