And I got a reply that "It looks like this is already filed as Bug 500333" so This bug has been marked as a duplicate of bug 500333.
And in https://bugzilla.mozilla.org/show_bug.cgi?id=500333, the tracking bug for this work is Bug 1294897. Please see https://bugzilla.mozilla.org/show_bug.cgi?id=500333 about js DER decoding module.
